Richard Howe, Earl Howe, was born in London, England, on March 19, 1726, the son of Emanuel Scrope Howe (1699-1735) and Mary Sophia Charlotte von Kielmansegg (1703-1782). Around 1735, he joined the crew of the merchant ship Thames, and in July 1739 he joined the 40-gun Royal Navy ship Pearl . José Moñino y Redondo, Conde de Floridablanca, was a successful criminal prosecutor who was named Spanish ambassador to Pope Clement XIV in 1772. He became chief minister of King Charles III in 1777 where he initiated reforms in bureaucracy, education, and foreign policy. He was driven from power in 1792 by the Aragonese faction at court, but returned to authority briefly after the Napoleonic invasion of 1808.
